Position Summary:
Director, Division of Specialized Services
The Director of Specialized Services is responsible for leading the division in vendor compliance and contract management for Florida’s seven private prisons; Florida’s two federal property programs – the State Agency for Surplus Property (SASP) and the Law Enforcement Support Office (LESO) – as well as motor vehicle and watercraft fleet management across the State Personnel System (SPS). This is a Senior Leadership position that requires an individual who excels at representing the Department of Management Services to external stakeholders, succeeds with managing vendors and contract compliance, and enjoys providing excellent internal and external customer service.
Pay Range:
$100,000 – $105,000
Position Responsibilities:
Specific responsibilities of the Director of Specialized Services include, but are not limited to, the following:

Serve as a member of DMS’ Senior Leadership Team and work closely with the Executive Leadership Team to advance DMS’ mission, values, and goals.
Lead and support the Bureau of Fleet and Federal Property, which contains SASP and LESO.
Oversee implementation of the fleet administration system across the SPS.
Oversee federal compliance and coordination for the SASP and LESO programs.
Serve as the Governor-Appointed State Coordinator for the LESO program.
Lead and support the Bureau of Private Prison Monitoring, which includes oversight of the procurement and contract management for seven private correctional facilities.
Work closely with the Florida Department of Corrections regarding operational compliance and management of Florida’s private prisons.
Effectively plan the division’s procurements to ensure continuity of operations.
Successfully build and maintain appropriate relationships with all interested stakeholders.
Effectively communicate with the Executive Leadership Team, external stakeholders, lawmakers, and contractors regarding the division’s operational needs, successes, and challenges.
Establish and implement contract management procedures that create efficiencies and ensure appropriate contract management.
Evaluate and advise DMS’ Executive Leadership Team regarding fiscal and budgetary issues within the division and lead the preparation of the division’s legislative budget requests.
Oversee the production and fiscal integrity of all division reports, including all reports required by rule or statute.
Recognize and anticipate issues and risks; gather appropriate information and proactively resolve issues; build consensus among pertinent stakeholders; and escalate issues as appropriate.
Assist with proactively identifying program needs.
Communicate complex information with internal and external stakeholders of varying backgrounds and experience.
Attract, develop, and manage an effective and highly motivated team.
Foster a healthy and productive work environment.
Candidate Profile Experience:
The Director of Specialized Services should possess the following qualifications:

Six years of progressively responsible experience in contract management, business management, public administration, finance, or a related field.
Four years of contract management or procurement experience in Florida. Prior experience serving as an evaluator or negotiator is highly desired.
Four years of management and supervisory experience.
Professional experience with Florida’s budgetary process is desired.
Experience administering a program that is regulated by an external entity such as the federal government or a sister agency is desired.
Professional project management experience is highly desired.
Professional experience working in enterprise-wide logistics is highly desired.
Successful management of numerous large-scale projects or programs.
Demonstrated success of leading individuals and teams to embrace change and maximize performance.
Demonstrated ability to establish and communicate goals and metrics and provide motivating feedback.
Education:
Completion of a four-year degree from an accredited college or university is required. A graduate degree in business, finance, fiscal integrity, public administration, or a related field is highly desired.
Reporting Relationships:
This position reports directly to the Deputy Secretary of Business Operations who reports directly to the Chief of Staff.
