DESCRIPTION: The Human Resources Administrator is a professional position which develops strategies for successful implementation, accomplishing, establishing priority goals and objectives, and streamlining and improving HR processes and procedures. This is a Selected Exempt Service position that reports directly to the Director of Administration. The incumbent is responsible for planning, evaluating, and directing all Human Resources (HR) activities.
EXAMPLES OF WORK: As the Human Resources Administrator, this individual has overall responsibility for administering classification, recruitment, selection, applicant eligibility, appointments, pay, deductions, benefits, performance planning and management of performance reviews, payroll records, attendance and leave, loss prevention, training and staff development, awards, employee relations, workers’ compensation, and equal employment opportunity, unemployment, and agency personnel policies and procedures. Reviews all hiring recommendations for completeness and accuracy. Determines applicant eligibility for positions and recommends approval/disapproval. Reviews salary recommendations, and conducts employment background checks. Prepares payroll for Career Service, Select Exempt Status, and Other Personal Service (OPS) employees, by completing all Personnel Action Requests (PARs) in People First. This includes all personnel transactions affecting pay, such as appointments, promotions, reassignments, demotions, terminations, leave without pay, and workers’ compensation payment adjustments.
Counsels employees and supervisors on matters relating to benefits, retirement or DROP, grievances, appeals, discipline, equal employment opportunity, complaints of discrimination, workforce reduction (layoff), Employee Assistance Program, FMLA, ADA accommodation requests, Leave payouts, collective bargaining, and other employee relations activities. Represents the Commission at meetings and workshops, prepares monthly, quarterly, and semi-annual reports; drafts and interprets policies; and answers procedural questions relating to HR activities. Advises the Director of Administration of changes affecting HR processes that may occur as a result of new legislation. Reviews proposals, legislation, and rule changes to determine impact and feasibility for agency operations and develops implementation plans for those which are adopted or further delegation given by the Department of Management. Conducts and updates leave audits, agency org charts, position descriptions, and ensures that all employees receive and acknowledge the agency-wide and SMART expectations.
Reviews current practices, processes, procedures and systems to ensure efficient operation and propose and implement changes. Researches, develops, writes, and implements agency policies for agency-wide use while adhering to existing federal and state laws and regulations. Completes and provides mandatory reports to the Department of Management Services Human Resources Management and the Governor’s Office adhering to all deadlines .Independently responds to benefit issues and requests, to include coordination of the annual statewide open enrollment. Provides information to new employees on state and agency administered benefits, and assists employees with the completion of enrollment. Processes all forms required for miscellaneous deductions. Prepares state vouchers, requests for refunds and transmittal forms as required.
Provides technical assistance to all managers, supervisors, and employees by independently answering procedural questions and/or providing interpretations of federal, state, and agency policies and procedures, by telephone, in person, or though correspondence. Assists new employees in the completion of required personnel forms .Prepares and coordinates all job postings using the People First system. Receives and reviews requests and updates vacancy information into the personnel system and maintains vacancy announcements. Responds to applicant employment inquires. Administer the Commission’s Safety Program; represents the Commission by attending all Risk Management IAC meetings as the Safety Officer of the Commission and conducts quarterly safety inspections and provide recommendations on infractions. Administer the Commission’s Emergency Management; represents the Commission by attending the State Emergency Operations Emergency Management meetings. Administer the Commission’s Financial Disclosure Program. The Human Resources Section is staffed solely by the Human Resources Administrator.
